What we foundAn execution warrant did reach Shapiro's desk early in his term and he did refuse to sign it, but the claim slightly compresses the timeline (it was about three to four weeks in, not two) and overstates his action as putting a moratorium 'in place' when he was in fact continuing a moratorium already established by his predecessor Tom Wolf in 2015.
